Using a hand held blender, blend capers, olive oil, lemon juice, together
Boil pasta in 3 1/4 cups water until soft or al dente if you like it that way
Mix in blended caper mixture
Add fresh minced garlic, diced tomatoes, red hot pepper flakes
When pasta is almost done, add 1/4 cup of water and toss noodles
Plate and add fresh grated parmesan cheese
